What are News Releases?
News releases are publicly available.
They usually contain information of a general nature.
Often times, the IRS will issue a press release with information it desires to be more broadly disseminated than in the Internal Revenue Bulletin.
While press releases are not precedential, they may be relied on as substantialy authority to avoid the substantial understatement penalty.
