The United States Serial Set
The United States Serial Set ("Serial Set") is a bound set of over 14,000 volumes of legislative and executive documents published since 1817. Originally authorized by House Order, it is a Government Printing Office (GPO) publication that has included a variety of materials over the years. In general, it includes committee reports but not bills, hearings, or the text of congressional debates. By special order, however, approximately 300 selected hearings and many bill texts from the 19th and early 20th centuries were included. For more detailed information about the Serial Set's contents, arrangement, numbering and indexing, see Richard J. McKinney, An Overview of the United States Congressional Serial Set (2007), http://www.lsdc.org/sch-v/#overview.
USD's I.D.Weeks library has the Serial Set and its subject index in print (see below). This index provide citations to congressional reports and documents published before 1970. The documents then can be located in print in I.D.Weeks library.
In late 2014, I.D. Weeks, through a subsription with Readex, began offering digital access to the Serial Set. Follow the link to:
You will be prompted to authenticate your access to the network before accessing the Serial Set.
Selected Serial Set documents from the 23rd through the 64th Congresses (1833-1917) have been scanned and included in the Library of Congress' American Memory Project. Although this collection is not searchable, you may browse the documents by Congress.
The American Memory Project also includes House Bills and Resolutions from the 6th through the 42nd Congresses (1799-1873) and Senate Bills and Resolutions from the 16th through the 42nd Congresses (1819-1873). These documents can be browsed by page, date, keyword or committee.
